Several political issues and individualism is another reason behind the decline of public education system in America (Sexton, 2012). Privatization and high corruption level regarding the fund distribution is creating barriers for the development of schools. In the year 1996, the federal government of America has provided 10 percent of total funding to the public schools. Moreover, the remainder comes from the local and state sources, but it was evidenced that the poll did not organize any kind of inquiry commission to about the decrease or increase in local or state investment (Peltzmen, 1992). Since 2000, the government of America used to focus on the private educational institute. The people o f middle income level find it very much difficult to admit their child in this expensive private educational institution due to low disposable income. The economic downturn is the only reason for this low disposable income of people. Moreover, the government did not take appropriate initiatives for these kinds of issues. Slowly and gradually, the quality of education in the public schools has decreased. Responsibility of Teachers The public education of America is in a declining stage. Teachers and administrators have become very much incompetent and have been biased by the inadequate regulatory system. Low academic preparation is another issue... This paper approves that train the trainer is one of the key leadership developments. The federal government of America should focus on educating members, volunteers and other coalition partners in order to train the teachers properly. Confidence building is necessary for the teachers in order to teach the students appropriately. Presently, the public education system is lacking the quality and several aspects. Government of America should make and manage commitments in order to develop the public education system. Last but not the least; government should look forward to overcome the problematic economic and social situation. Presently, the crime rate is rapidly increasing in America. On the other hand, the low disposable income of middle class people is creating barrier for the parents to admit their child in the expensive private graduate schools. This paper makes a conclusion that some effective recommendation plans have been provided in order to overcome the challenges linked with the public education system in America. As it is feasible from the study is that, several economical, social and political factors and governmentââ¬â¢s negligence is affecting the public education structure. Moreover, teachersââ¬â¢ inadequate teaching process is creating difficulty for the students. The economic recession, low disposable income of people and political corruption has decreased the quality of education in the public schools. Moreover, teacherââ¬â¢s partiality while evaluating the exam papers is restricting the deserved students to perform effectively. Therefore, it is necessary for government to look after these issues and challenges in order to bring the light of education within the whole American Society.

Strategic Management Essay Toyota Motor Corporation is a famous Japanese multinational corporation, and is considered the worldââ¬â¢s second largest automaker of automobiles, trucks, buses, robots, and providing financial services. When Toyota and other Japanese carmakers entered the American market, they were not considered as a threat to the American auto industry because it was believed their cars had no appeal to American consumers However, in the 1970s, due to several problems like environmental regulations, and quality control issues with American cars, a good number of American car owners began searching for alternatives to poorly made American cars. In response to these changes, Toyota and other Japanese carmakers aggressively marketed their cars to Americans as being fuel-efficient, environmentally friendly, and having better build quality than American cars. In addition, Toyota marketed their cars with commercials involving young Toyota drivers jumping in the air. As a result, the Japaneseââ¬â¢s marketing campaign along with continuing problems from the Big Three auto manufacturers, allowed import cars to make up about 20 percent of the US car market by 1980. Stage1. General Motors, Ford and Daimler-Chrysler focused in the late 1990s on mergers and acquisitions for improving their business positions to meet future challenges. Toyota, meanwhile, centered its business strategy on technological innovation and persistent environmental product development. The price of oil was not especially high during the 1990s when Toyota started its hybrid car program. Oil prices were below US $20 barrel in 1994 and were to fall to a 50-year low around 1997 when the Toyota Prius was first sold in Japan. Clearly something else was driving Toyota and other Japanese companies to invest so heavily in hybrid car development. There are three probable reasons: 1 . High petrol taxes in Japan, due to the Japanese government wanting to reduce the dependence of Japan on imported oil. While this would have certainly driven the Japanese development of hybrid cars, petrol was cheap in the key US market at this time. 2) The potential to gain a market advantage by developing the key technologies required to successfully commercialize hybrid cars, and then owning these developments via patents. 3) The expectation that ownership of these key fuel savings technologies would become very valuable when world oil prices rise from the lows of the mid-1990s, which was a fair long-term assumption to make during this period. Stage2: Decision Making Process: In 1994, the executive team acknowledged the potential threat of depleting oil reserves and climate change and change their strategy or products to meet the needs of future customers. Course of Action: Toyota set up a group tasked with meeting the challenge of creating a vehicle for the 21st century, which would work within the parameters of natural resource constraints and environmental issues. Commitment to course of action: Toyota pioneered the concept of Hybrid (petrol/electric) technology to mass produce the worldââ¬â¢s first eco-efficient vehicle, the Toyota Prius. Evaluation of decision/re-engineering: The first prototype of the car had even faced starting problem. It took almost six months to roll the car. Finally, when the car started, it moved for a few yards only. It was hard to imagine that Toyota, which was known for its efficient production systems, was facing such trouble. Initially it felt that ââ¬ËPriusââ¬â¢ was a case of technological problems, impossible demands and multiple miscalculations. It proved how a great company could overcome obstacles and turn a dream into reality. Though ââ¬ËPriusââ¬â¢ represented only a small fraction of the nine million cars and trucks that the Japanese company planned to produce in 2006, it would be the first vehicle to provide a serious alternative to internal combustion engines, designed for a world of scarce oil and was branded as ââ¬ËThe car for the futureââ¬â¢. Stage3: Toyota carefully studied the US market and sees there is a growing oil crisis and foresees a need for change in the structure for cars, converting their needs to oil saving cars. While American car manufactures lacked producing such cars, then Toyota caught that opportunity and tried to occupy this niche market. By 2002, it was being sold in North America, Japan, Europe, Hong Kong, Australia and Singapore. Analysts opined that the demand for hybrid cars would rise because of the unstable oil prices and the growing need for environment friendly products. Post Evaluation By examining the external environment and acknowledging the potential threats of depleting resources and increased concern over environmental issues, Toyota have turned a threat into a business opportunity, boosting their reputation both as an environmentally conscious and as technological innovators and established themselves as leaders in this growing market. à à à à à à à à à à à Since nearly the beginning of human history fishing has been an integral part of the culture and survival of coastal communities. These coastal communities and cities have always been some of the most prosperous and successful because of the added resource of the ocean. In the beginning many areas were so densely populated with fish and shellfish that often a dayââ¬â¢s worth of food could be caught by simply wading into the shallows. For example, some of the first English settlers to see the Chesapeake Bay described ââ¬Å"The abundance of oysters is incredible.à There are whole banks of them so that the ships must avoid them. . . . They surpass those in England by far in size, indeed, they are four times as large.à I often cut them in two, before I could put them into my mouthâ⬠(Miller). This abundance had every appearance of being as infinite as the ocean that produced it but the reality was far different. Many fish stocks , including the oyster, stayed near these high levels even into the beginning of the industrial era. However the new rapid pace of technological advancement proved too much for many stocks to handle. Close shore stocks took most damage as they were the easiest to exploit. Those same oyster colonies that were once an obstacle for boats were nearly eradicated by ââ¬Å"the 1890s harvests began to decline.à Many oyster beds were destroyed and reefs had been mined away.à By the 1920s, the boom was overâ⬠¦Ã¢â¬ (Miller). ââ¬ÅDinner Guest: Meââ¬Â: The Problem has a Problem Essay
The speaker in Langston Hughesââ¬â¢s ââ¬Å"Dinner Guest: Meâ⬠finds himself the center of attention at a dinner party on Park Avenue. The speaker deceptively sets the reader up in the first few lines of stanza one by using a rhyme scheme that suggests a slightly cavalier outlook on the evening ahead; he says, ââ¬Å"I know I am / The Negro Problem / Being wined and dinedâ⬠(lines 1-3). By using a mixture of alternating and repetitive end rhyme, in addition to the internal rhyme, the speakerââ¬â¢s rhythm and pace is initially quick and bright, immediately engaging the readerââ¬â¢s curiosity about what should prove to be an interesting evening. The irony of the dinner party for the speaker is that he represents the black Problem, and he makes the point early on in the poem, that all of the other guests are white; nevertheless, the speaker is the main attraction at this lavish gathering, ââ¬Å"Answering the usual questions / That come to white mindâ⬠(4-5). The juxtaposition of the Problem as an invited guest, not to mention the primary focus of conversation, is something the speaker feels is not the norm; if the black Problem is present for a dinner party on this side of town, it would not be sitting at the dinner table; the Problem would be serving the dinner table. The speaker in Langston Hughesââ¬â¢s ââ¬Å"Dinner Guest: Meâ⬠uses personification and imagery to allow the reader to experience his bemusement and conflict as a black man partaking in what he believes to be a white manââ¬â¢s world on Park Avenue. The speakerââ¬â¢s use of personification in this poem is not immediately evident. However, a valid argument can be made that a black man is not literally present for this dinner party at all; the Problem of the black man and the plight of the black community is obviously the center of attention and the primary topic of discussion, but the Problemââ¬â¢s physical presence is not needed to capture this dialogue among the white dinner guests. Through his use of personification, the speaker is able to address the Problem of black culture, and its place in upper class white society, without actually having to be present himself. Furthermore, the speakerââ¬â¢s ability to project the black manââ¬â¢s plight in to this racially exclusionary clique is a clever use of personification; by making the Problem come alive, the reader gets an insiderââ¬â¢s view of how this white class of people views the issues facing black culture; in addition, personification offers the alternate view of how the black culture views itself in these same circumstances; sadly for the speaker, it appears that they all have the same opinion of the black Problem: ââ¬Å"Solutions to the Problem, / Of course, waitâ⬠(22-23). By applying personification the speaker is able to reveal to the reader that, unfortunately, both factions agree on all points: the Problem is real; the Problem warrants discussion; but, the Problem is not a priority; therefore, the Problem can wait. The speaker should be enraged by the apathy this statement evokes, but instead he concedes ââ¬Å"To be a Problem on / Park Avenue at eight / Is not so badâ⬠(19-21). Through effective use of personification we realize that the speaker likes being the thrust of the discussion, even if there is no solution in sight for the Problem. Additionally, the speakerââ¬â¢s persuasive use of imagery is palpable throughout the poem, especially as he describes the guests consuming lobster and fraises du bois [wild French strawberries] at a well-appointed dinner table, saying ââ¬Å"Iââ¬â¢m so ashamed of being whiteâ⬠(14). The speakerââ¬â¢s use of imagery here illustrates the stark dichotomy between the two races, and the real priority the Problem is, or is not, within both cultures. The white party goers ask among themselves, The why and wherewithal Of darkness U.S.A.ââ¬â Wondering how things got this way In current democratic night. (8-11) The speaker allows us to feel the awkward approach of the white guests on the subject of black culture: the uneasy transition, almost tip-toeing around the topic, afraid to say too much. Then he turns around and relieves our anxiety by showing us how the Problem is enjoying being the center of attention, ââ¬Å"At the damask table, mineâ⬠(18). The speakerââ¬â¢s narrative on imagery is used effectively by elaborating in great detail on the table coverings [Damask], the haute cuisine they are dining upon, and the specific location of Park Avenue. This is an intentional ploy by the speaker to elicit a clear-cut image of upper class white society where the black Problem should clearly feel out of place; there is only one problem for the Problem: he fits right in! In conclusion, ââ¬Å"Dinner Guest: Meâ⬠successfully uses personification and imagery to capture the readerââ¬â¢s imagination as the speaker attends a Park Avenue dinner party in upper class white society; the main topic of discussion for the evening is the issue of the black Problem. Although both groups, black and white, agree that there is a real Problem, no one is prepared for what the speaker reveals at the end of the poem; sitting around a dining room table on Park Avenue, ââ¬Å"Over fraises du boisâ⬠(13), the Problem and white society do appear to agree on at least one thing: ââ¬Å"Solutions to the Problem, / Of course, waitâ⬠(23). Furthermore, through the speakerââ¬â¢s creative use of personification and imagery the reader can conclude that the Problem and white society are more alike in their outlook on racial equality than either wants to admit. Therefore, the Problem has a problem: neither white party goer nor black Problem sees the need for any r eal urgency to address the issues ââ¬Å"Of darkness U.S.Aâ⬠(9). What is Poetry? According to W. H. Hudson we all have a sense of what poetry constitutes. There are innumerable definitions of poetry given by poets and critics of poetry and out of which Hudson chooses some famous definitions. Some, strictly speaking, fail to define, because they express rather what is poetical in general, wherever it may be found, than what is specifically poetry. Some, on the other hand, are too narrow and exclusive, because they recognize only the particular kind of poetry in which the writer happened to be personally interested.

Stephen King Movies and TV Shows Stephen King is one of the most prolific authors alive, but he is just as well known for theà movies and adaptations made from his books and stories as for his writing. The Early Years: Kings First Movies Although King wrote a column for his high school newspaper and short stories to augment his income after he graduated from college in 1966, it wasnt until 1971, when he took a job teaching high school English classes at a public high school in Maine, that he had the time write in evenings and on weekends on his first novels. In the spring of 1973, Carrie was accepted for publication and its subsequent major paperback sale provided him with the means to leave teaching and write full-time. Shortly afterward, he began work on Salems Lot. He continued to turn out bestseller after bestseller, many of which were eventually made into big-screen films. King tested his success in the 80s by writing several short novels under the pseudonym Richard Bachman. They included The Running Man in 1982 and Thinner in 1984. The History Of The Arduino Microcontroller The Arduino microcontroller was initially created as an educational platform for a class project at the Interaction Design Institute Ivrea1 in Milan (Italy) in 2005. It derived from a previous work of the Wiring microcontroller designed by Hernando Barragà ¡n2 in 2004. From the beginning, the Arduino board was developed to attract artists and designers. The Wiring microcontroller was created by Hernando Barragan to be used for parsing data to electronic devices. His aim was that it could be used by non-technical people who only had basic experience with using computers. He first of all wanted it to be used as a prototyping tool. Since he needed help to create an easy software tool to programme the board he engaged Casey Reas3 and Massimo Banzi4 as his assistants. Reas created the visual programming language for the prototyping tool. He had studied interaction art as an undergraduated, and continued studying with John Maeda5 at the MIT6. After that he developed Processing7, an easy programme language oriented to designers and artists. Banzi was more interested in developing the microcontroller as an art and design tool. So he decided to brake up with Barragan and to instead create a new prototype that would fit with his ideals. The Arduino creators were Massimo Banzi, David Cuartielles8, Dave Mellis9, Gianluca Martino10 and Tom Ignoe11. This team wanted to simplify the Wiring board through the Arduino microcontroller (created by Banzi), making it easier and friendlier for the non-technical audience. And that was one of their goals to make this device triumph against others. The price was another goal to make them win against others. The Wiring Board costs about à £ 54 while the Arduino Board is à £ 20. That makes sense because it is less powerful and smaller than the Wiring Board. But this isnt a problem for designers and artists because they were searching for something that could be destroyed and your wallet wouldnt suffer from that. David Zicarelli12 (): I was really struck by the idea of what a radically inexpensive computer could mean to people making art a design goal of the Arduino project was that you could make installations and not have to tear them apart when you were done because you needed your laptop to read your e-mail. So then you can leave it embedded into projects permanently. Another way to assist users was the USB connection. The Wiring Board works with a Serial port, which is more difficult to have in a normal computer or laptop and to work with. The Arduinos plug and play nature makes it easy to understand and easy to manipulate the interaction of a project. Further goals were to achieve competitive advantage in IDE13 and open source14 supported by the community. 3. IDE. The software tool Every microcontroller needs software to be programmed. The Arduino board is not a case apart. It has its own integrated development environment (IDE). It is free and everyone can download it from its official website using either the Windows, Mac OS X or Linux platform. That allows Arduino Board to gain more users and it also helps it to grow. The IDE is very easy to understand. It contains only three different sections. The compiler, the text editor and the debugger. In the compiler part we can find the verifying tool that shows the user if the code was well written. Next to that tool, there is a button to make a new project. Then, we can see the open and save buttons; the project can be opened or saved in any folder. In addition we can find the most important tool, the compiler tool that allows you, when the code is verified, to upload the code into the Arduino Board. And the last button that it has is the serial monitor tool, which is used to debugging and monitoring data from your project. The next section is the text editor tool where the code is written. Arduino works with processing language. This language was designed with the intention to make cryptic looking instructions comprehensible and useful. It contains a lot of libraries15, which make it easier for artists and designers to prototype their ideas. However, experienced users are allowed to work in a lower programmatic level to access certain aspects of the Arduino code. In other words this means the more experience a user has the lower is the level in which he can work. And the last section is where the debugger is placed. This one provides feedback to the user fostering confidence to move forward at a rapid pace. It also helps to find the bugs in the code when this doesnt work. The whole Arduino project is supported by a community. The IDE and the Arduino microcontroller continuously advance in hardware design, software examples and popularity because users save and share documents, codes and designs online. This method of allowing other users to freely use someone elses documents is called open source. This means that every user contributes a part even if it is only a very small one to the fast development of Arduino project. However, the Arduino project is not only useful for artists and designers but also for other groups of people such as engineers, hardware hackers, interaction designers, educators and robotics enthusiasts. For example, if you are an engineer you can work on artistic projects and if you are and artist you could work on engineer project as well. Pill mills in the south have turned into the sellers for prescription drugs without needing a medical reason behind it. A pill mill is ââ¬Å"a term used primarily by local and state investigators to describe a doctor, clinic or pharmacy that is prescribing or dispensing powerful narcotics inappropriately or for non-medical reasonsâ⬠(Malbran). They are very dangerous places for drug addicts because it is a very easy way to get prescribed any medicine you would like. These places do not accept any cards, they only accept cash, and do not ask you anything your normal doctor would if you went to get a prescription. They are not something states want to have, and that is why states are attempting to shut them all down. Pill Mills are dangerous to have open and can cause harm to more than just the people buying it for themselves. To begin, pill mills have been around for a while and more locations open up every single year. Florida is the top state right now for pill mills, but it is starting to spread to other states. For example, it has spread to Georgia, New Jersey, West Virginia, Missouri, and many more states. These clinics are very dangerous and very hard to catch people. With so many of them being open in Florida the DEA is having trouble shutting down a lot of clinics at a time. The clinics do not look into any medical records and the patient does not even need to get a physical exam. The patient can just ask for their drug of choice and pay with cash only. These sites do not take cards; it is cash only business. Doing this makes it harder for the police and DEA to track the records of these places because they have no records of the people going in and out of the clinics. This is only one example of a patient that is in pain when they do not have their medicine. It is not fair for a patient with a sickness to be turned away for an actual problem from an actual pharmacy. Pill mills in the state of Florida have been a very big issue for a while and still are, but all the problems are starting to get better and better. They are very dangerous to have anywhere and can cause harm to multiple people at once, not just the person taking the pain killer. Pill mills are a gateway to very big drug addicts and also to drug dealers. It is an easy outlet for them to be able to get a lot of drugs at once and also to be able to sell a lot at once. With pill mills starting to be shut down, many lives will be saved from several circumstances and leave less drug addicts on the streets.

Canon in D Major Iââ¬â¢m listening to Canon in D major by Johann Pachelbel; played by the London Symphony Orchestra who are from London, England. Theyââ¬â¢re all professional adult musicians; they're very good, in tune and together. The piece is unique and very famous. Itââ¬â¢s Johann Pachelbelââ¬â¢s most famous piece, most often played at weddings. The piece is in 4/4 time and in D major. It has a slow tempo, smooth rhythm, and long, full bowing. Theyââ¬â¢re bowing sounds like itââ¬â¢s always together in each section; like theyââ¬â¢re all going in the same direction.Dynamics stay about the same throughout the piece; in piano/mezzo piano. It starts in piano. Sometimes itââ¬â¢s in mezzoforte but it doesnââ¬â¢t sound like it gets louder than that, except for the nice, loud, and strong ending. As far as the intonation of the piece, it gets softer as the notes are longer/slower (whole and half notes) and then slowly crescendos as the notes are shorter/faster (q uarter and eighth/sixteenth notes). Milgram Behavioural Study of Obedience Essay
The method used by Milgram was the laboratory experiment. The main advantage that Milgram had with this method was the amount of control he had over the situation. He controlled what the participants saw, heard and experienced and was able to manipulate their behaviour through what they were exposed to. This method also allowed accurate measurement of variables and the clear standardised procedures meant that replication was possible. The disadvantages of this method include low ecological validity and the influence of demand characteristics on the participants and it could be argued that they were behaving in the way that they thought was expected of them rather than producing natural behaviour. Milgram has also been heavily criticised regarding the ethics of this study (see below) . Was the sample representative? Milgramââ¬â¢s sample was a self-selected sample of 40 males obtained through advertising. This could be regarded as being a biased sample as they were all male American citizens. They were also volunteers and the majority of the population is unlikely to volunteer to take part in research and those who do may be atypical of the target population in some way. Hence there may be problems generalising from these results. What type of data was collected? The data collected was quantitative in that it involved measuring participantsââ¬â¢ obedience level, numerically, in terms of how far up the voltage scale they were prepared to go. This type of data has the advantage of being easy to compare and statistically analyse. However, Milgram included no qualitative descriptions of why the participants obeyed or how they felt during the experiment although there are a few brief descriptions of participantsââ¬â¢ behaviour during the experiment. Does this study have high or low Ecological Validity? As with all laboratory experiments there are problems with Milgramââ¬â¢s study regarding its ecological validity. It involved an extremely unusual task carried out under very artificial conditions and as such, is likely to have produced very unnatural behaviour from the participants. This has implications for the extent to which we can generalise from these results to real life situations and it can be argued that the study tells us nothing about obedience in everyday life but simply shows us how obedient these people were, in this environment, performing this task. Was the study ethical? Milgramââ¬â¢s study was probably one of the most unethical pieces of psychological research ever conducted. It can be criticised in terms of almost all the British Psychological Society Ethical Guidelines including informed consent, deception, right to withdraw and protection from harm. However, in Milgramââ¬â¢s defence, we can argue that he did not expect the participants to obey to the extent that they did or to find the task so stressful. He also conducted a thorough debriefing and follow-up monitoring of his participants. A survey conducted one year later revealed that 84% of the participants were glad to have taken part in the study and psychiatric examinations of them showed that none had suffered long term harm. What does this study tell us about Individual and Situational Explanations of behaviour? The individual explanation for the behaviour of the participants would be that it was something about them as people that caused them to obey, but a more realistic explanation is that the situation they were in influenced them and caused them to behave in the way that they did. Some of the aspects of the situation that may have influenced their behaviour include the formality of the location, the behaviour of the experimenter and the fact that it was an experiment for which they had volunteered and been paid. How useful is this research and to what extent can it be applied to everyday life? As stated previously, the stimulus for this study was the Holocaust and this study has contributed significantly to the discussions regarding the behaviour of the Germans at this time. In particular, it provides strong evidence against the ââ¬ËGermans are differentââ¬â¢ hypothesis. It also gives a valuable insight into the power of situations and of authority. The results suggest that we have a natural tendency to obey authority figures even when we feel that what we are being asked to do is morally wrong. However, the applications are restricted by the methodological limitations such as low ecological validity and an unrepresentative sample.

INTRODUCTION Mauritius is a small beautiful island in the Indian Ocean, which locates 800 kilometers east of Madagascar and some 2000 kilometers off the southeast African coast. Mauritius had been served as a colony of Dutch, French and British for long. The Dutch rule started in the late sixteenth century. They named the island Mauritius after prince Maurice Van Nassau, Governor of Holland and introduced sugar cane and domestic animals in the country. The Dutch abandoned the island in 1710, and France took possession. Renamed Isle de France, Mauritius was a strategically important location in the colonial drive for dominance and used as a base for the French to attack British ships. The British captured the island in 1810 and gave it back its name Mauritius. After slavery was abolished under the British rule in 1835, Indian immigrants began arriving to work in the sugar cane fields. A small group of Chinese traders followed later. Mauritius obtained independence on 12 March 1968 and became a republic in 1992. The Republic of Mauritius consists of four islands namely Mauritius (the largest at 1ââ¬â¢865 square kilometers), Rodrigues (104 square kilometers), the Agalega Islands (70 square kilometers), and the Cargados Carajos Shoals (1.3 square kilometers). The country is divided into municipalities and villages. It has five municipal councils in the urban areas and 126 village councils in the rural areas. The economy of Mauritius was mainly dependent on sugar and textiles. Sugarcane is grown on about 90% of the cultivated land area and accounts for 25% of export earnings. In the last few decades, Mauritius had undergone through massive developments in both its economical and social arena. From a monocrop economy, depending mainly on sugar, it diversified its economic activities into, textile and apparel industry, tourism and financial services during this period. But the island-nations new vision is to become a regional IT or dotcom hub and kick start its flagging economy, hit hard by fierce international competition and the removal of preferential access to European markets for sugar and textiles. The government has identified the potential and scope of their country in the IT outsourcing business and has set frontline priority for this sector in the economy of the nation. 2. Environmental appraisal analysis and evaluation of IT Outsourcing for Mauritius. Mauritius as a new entrant in the IT outsourcing industry, has to ensure that its micro and macro-environments are supporting to its optimum for the development of industry in the country. The PLEEST and SWOT analysis will help to understand the countryââ¬â¢s potential to become an active player in the world IT outsourcing industry by 2010. 2.1 PLEEST analysis This analysis takes into consideration the political, economical, legal, socio-cultural, technological and environmental factors that affect the operation of the industry in the country. To create a better market for the IT out sourcing activities, these factors should be supportive to the industry and encouraging for future developments. Political: Mauritius is a republic where elections are held on a democratic style. The present MLP (Mauritian Labour Party) government led by Prime Minister Navin Chandra Ramgoolam has strong majority in the parliament. The Ramgoolam government is taking keen attention in continuing the efforts of their predecessors to make their country an outsourcing hub. The previous government has initiated strong commitment to develop the ICT industry. Three Ministerial task forces have been set up to look into the establishment of a Cyber City, the implementation of the e-Education and the e-Government projects. The government had already secured a line of credit of US$100 million from the Government of India for the implementation of these projects. Setting up of Ebene Cyber City fits in with this strong Government commitment. Economical: Mauritius has a strong economy with no foreign direct investment (FDI) control; double taxation avoidance and treaties with many other countries. Mauritius enjoys the status of a developed country in many aspects of development, which will encourage the growth of ICT industry. The Mauritian economy is dominated by five or six families, most of whose business have major operations in the IT sector. And the importance of computer in the day-to-day business operations has increased spontaneously. A 2001 survey by the National Computer Board (NCB) showed that over 80% of businesses posses at least one computer. Socio-cultural: The use of computer and Internet among the Mauritian society is steadily increasing. According to the results of a survey by NCB both home computer ownership and Internet connection of Mauritian households having telephone connectivity increased to attain 29.4% and 23.8% respectively. Today around 80% of population have telephone connection. But only 13% have own PC. All primary and secondary schools have computers. Several hundred teachers have taken computer training, which they are now applying in the classroom. There are plans to use ICT as a pedagogical tool across the curriculum from 2006, by when all teachers will have received necessary ICT training. But computerization in the tertiary level of education is less than adequate. Mauritius has a vast pool of English and French speaking population. Technological: Mauritius has very good telecom infrastructure especially with the SAFE project that places the country on the super highway. It has widespread access to both landline and mobile telephony. Preferential and highly competitive rates are proposed: the tariff for a 512 Kbps downstream / 128 Kbps upstream ADSL link is only Rs.5,500 per month. Furthermore, good redundancy is assured through both cable and satellite. Legal: The Data Protection Act was introduced in June 2004.Its main objective is to protect the individualââ¬â¢s rights to privacy while ensuring that personal information is lawfully and fairly obtained, processed, protected and disclosed. It also provides a framework to govern the use of customer data, hence preventing any misuse. It will give greater confidence to investors and foreign companies to invest in Mauritius. Mauritius is a signatory of the WIPO convention and it has introduced The Computer Misuse and Cyber crime Act recently. Previous laws enacted in this field were: Information and Communication Technologies Act 2001 (December 2001), Electronic Transactions Act (July 2000) and Copyright Act (September 1997). Environmental: Mauritius has a modern banking system, courier services, major brands representation and easy acquisition of equipment. Regular air and sea transport facilities are available to and from major destinations. An Incubator Centre is already operational for start-ups to encourage entrepreneurship. The NCB Incubator Centre provides facilities such as furnished office space, telecommunication facilities, etc to start-ups in the ICT sector. The country provides high quality of infrastructure with relatively lower cost than many of its competitors. 2.2 SWOT analysis Strengths: Mauritius locates in a strategic place with a unique time zone (GMT +4), so that they can work with Americas, Europe, Asia and Africa conveniently on a single day. A Bi-lingual population that speaks English and French is an advantage in doing business with countries that speaks the same language. As far as the political willingness and infrastructure is concerned Mauritius has a well defined national vision and strategy to develop the ICT industry and enhance a high quality infrastructure with relatively low cost of operation. Having a population with expertise in English and French, they have opportunity in the UK and France. Low labour turnover in Mauritius is another attraction. Decision of leading global financial institutions to outsource their activities gives abundant opportunity to Mauritius. As Mauritius follows the same accounting standards as UK, it can benefit from this opportunity by outsourcing financial activities to this country. Proper training to its accountants should be given in French accounting standards also to target French market. Many outsourcer countries, when they seek offshore outsourcing, rely on quality rather than cost. This will be an opportunity for Mauritius. Threats: There are severe threats to Mauritius from new potential competitors like Czech Republic and Hungary for both English and French segment. The details of each target markets are given below: Most of the existing outsourcing companies in Mauritius have as origin France and UK. In 2003, out of 20 outsourcing companies in Mauritius, 3 were UK based company and 7 were French. There were another 5 companies with capital of Mauritius and France/ UK. Mauritius has then already a good relationship with these two countries. Mauritius has got a strategic advantage over their competitors in terms of linguistic skill when working with these two countries. As Mauritius had been a colony of both Britain and France for long, they have inherited from these countries many aspects of their culture including language. A bi-lingual population who can speak both English and French is an asset if they work with these countries. Both the private and public sector industries in the country are now giving preference to outsource their activities to offshore. It is the UK which stood second after the US in the worlds largest outsourcers list and this trend will continue because of the more liberal employment and labour laws (McKinsey, 2004).As a result of which competition is becoming aggressive in the UK market.
